At the start of the new year, everything is renewed.
The provincial-level conference aimed at comprehensively revitalizing Jilin was held on January 6, 2022. Attendees included provincial government leaders, members of the Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC), and heads of various provincial-level democratic parties and the All-China Federation of Industry and Commerce. Han Jun, Deputy Secretary of the Provincial Party Committee and Governor, attended the meeting and delivered a speech. During the session, participants actively shared their insights and openly discussed ideas, offering numerous thoughtful and practical suggestions in a vibrant and enthusiastic atmosphere.
Jie Wenbo, General Manager of Bodawey Industry Co., Ltd. and a member of the Jilin Provincial Committee of the China Association for Promoting Democracy, attended the meeting and delivered a speech.
Mr. Xie offered three suggestions on how to promote the transformation and upgrading of the fine chemical industry.
I. Clearly define the industry positioning, continuously strengthen the industrial chain, optimize the supply chain, and enhance the capability to ensure critical projects. It is recommended to support fine chemical enterprises in participating in the construction of key provincial industrial chains, focusing on priority areas such as modern pharmaceuticals, automotive, high-speed rail, aerospace, and modern agriculture. Additionally, increase support for specific products that are urgently needed by the market, boast high added value and technological sophistication, and currently rely heavily on foreign supplies. Over the next five years, aim to develop 100 key fine chemical products that can be fully produced domestically within the province. Leverage fully the opportunity presented by the restructuring of the southern chemical industry—specifically, the reduction of overcapacity—to attract businesses and new projects from outside the region to establish industrial operations within the province, thereby driving the "Six Returns."

II. Focus on high-value-added projects, strengthen industrial platform development, and enhance the value chain. It is recommended that the Provincial Development and Reform Commission and the Department of Industry and Information Technology, aligned with the "One Main, Six Duals" high-quality development strategy, plan and establish a national-level fine chemical industry park. They should also coordinate the layout of high-tech and intelligent fine chemical projects, fostering project construction across the entire process and value chain. Additionally, robust environmental protection and energy infrastructure must be put in place to support these initiatives, driving industrial clustering, promoting cleaner production processes, and boosting energy efficiency—thereby vigorously accelerating industry growth. Furthermore, it is suggested that the Provincial Department of Commerce take the lead in setting up integrated online and offline business trading platforms, enhancing trade connections and bargaining power with external regions, and ultimately elevating the overall value chain.
III. Strongly promote industry-academia-research collaboration and cross-disciplinary project partnerships, fully mobilizing the enthusiasm of innovation-driven entities. Focusing on key projects in our province’s industrial development that currently rely heavily on external sources, we will concentrate the scientific research strengths of local universities and institutions around critical "bottleneck" technologies. Led primarily by leading research institutes, flagship enterprises, and innovative companies, we will vigorously advance industry-academia-research and cross-disciplinary collaborations, supporting the rapid implementation of a batch of priority projects that align with our province’s industrial needs. For instance, novel anti-cancer drugs targeting emerging therapeutic pathways are poised for immense future market demand, offering significantly higher added value and profitability compared to conventional basic chemical products. Breakthroughs in this area would carry profound strategic significance for bolstering and expanding our province’s capabilities in new drug development and the pharmaceutical-chemical industry.
Han Jun, representing the provincial government, expressed heartfelt gratitude for everyone's valuable suggestions. He emphasized: "2022 is a pivotal year as Jilin takes the lead in achieving new breakthroughs. We must faithfully fulfill the important responsibilities and missions entrusted to us by General Secretary Xi Jinping—namely, 'new responsibilities, new breakthroughs, and new achievements.' To do so, we must fully, accurately, and comprehensively implement the new development philosophy, adhere to the overarching principle of pursuing progress while maintaining stability, and vigorously advance the high-quality development strategy of 'One Main, Six Doubles,' working together with one heart to continuously drive Jilin's revitalization and development toward even greater successes."
